UN Travel Exemptions for HTS and Leaders

Due to the UN's listing of Hay'at Tahrir al-Sham (HTS) as an entity, Syria's president Ahmad al-Sharaa (under the name Abu Mohammad al-Jolani), and the intelligence chief Anas Khattab, any country inviting them to travel must request an exemption from the relevant UN Security Council committee. The exemptions granted so far are included in the attached image.


The listings are imposed under the UN Security Council Sanctions Regime No. 1267, which targets individuals and entities associated with Al-Qaeda and ISIS. The designation was made in 2013 and remains in place despite the group's dissolution.


The approval process for a travel exemption request takes several days.
