On a Report from the Organisation for the Prohibition of Chemical Weapons (OPCW)
It's just that the title of this OPCW report can be made more helpful. Something along the lines of:
"Fact-Finding Mission Finds the Assad Regime Responsible for the Chemical Attack on Kafr Zeita."
